Regulatory and technical compliance must be evidence-led

  • Identify licences, registrations, approvals, standards or certifications expressly required by the tender.
  • For regulated medical devices or products, verify the applicable current regulatory requirement and the validity/scope of the bidder's or manufacturer's evidence.
  • Map model numbers, accessories, consumables and configurations to the offered product rather than submitting generic brochures.
  • Confirm that certificates apply to the exact manufacturing site, product family or service scope required.
  • Do not infer an exemption from an older procurement; verify the current tender and official regulator guidance.

Specifications: distinguish mandatory from desirable

Create a compliance matrix that quotes or references each requirement and identifies the offered specification, evidence source and any deviation. Avoid substituting marketing language for measurable compliance. If an equivalence clause exists, document how the offered product achieves the stated functional outcome; do not assume the buyer will accept an unapproved alternative.

Installation and site readiness

  • Power quality, UPS, earthing, HVAC, water, gases, drainage, network and room conditions where relevant.
  • Structural, access, lifting, storage and infection-control constraints.
  • Buyer versus supplier responsibility for civil, electrical, networking or other enabling works.

Warranty, AMC/CMC and consumables

Model the full required support period. Clarify whether warranty is comprehensive, what exclusions apply, response and restoration times, uptime measurement, preventive maintenance, spare availability, software updates and replacement obligations. For reagent-, cartridge- or consumable-dependent systems, evaluate consumption assumptions and price-lock requirements over the contract period.

Service continuity in hospitals and institutions

Healthcare and education sites often cannot tolerate prolonged disruption. Where replacement, migration or construction affects live operations, plan phasing, temporary services, cutovers, access control and downtime windows. The bid should explicitly account for operational continuity requirements stated by the institution.

Commercial and evaluation checks

  • Confirm whether evaluation is item-wise, package-wise, system-wise or on total cost of ownership.
  • Include mandatory accessories, installation, freight, training, warranty and support exactly as the price schedule requires.
  • Check whether optional quantities, buy-back, consumables, annual maintenance or post-warranty rates affect evaluation.
  • Reconcile quoted specifications with the price schedule so that the technical offer and commercial offer describe the same configuration.
  • Treat institution-specific payment and acceptance milestones as cash-flow inputs, not administrative details.

Bid / no-bid questions

  • Can every regulatory and technical requirement be supported by current evidence?
  • Is the offered configuration complete, interoperable and supportable for the required lifecycle?
  • Can installation and commissioning be performed within the site's operational constraints?
  • Are service engineers, spares, consumables and escalation paths available in the required geography?
  • Are acceptance criteria, uptime commitments and penalties commercially manageable?
  • Can the bid be submitted without relying on assumptions about exemptions, equivalence or future approvals?
